An overview of who is allowed to cancel GOs in the different AIB-countries is presented as below. In most countries, there are no limitations. Also, in practice, there are no restrictions on who can open an account and start trading GOs.

GOs can only be cancelled if they fulfil the requirements of the disclosure by-law. Foreign GOs can only be cancelled if they are issued in a country where double counting is excluded, and the requirements of Art. 15 of the RES Directive are met. This is checked beforehand by E-Control. GOs are cancelled for the use for disclosure purposes in Austria only (i.e., any ex-domain cancellations are not possible). Meanwhile, no cancellation statements are issued automatically.

Only electricity suppliers can cancel GOs for disclosure.

Only licensed electricity suppliers (this includes large final customers purchasing on the power exchange) may cancel GO.

Cancellations will be carried out upon reception by TSO-Cy. The duly authorised personnel of an account holder must submit a cancellation request to TSO-Cy .

Great Britain (England, Scotland and Wales)

Import of EU GOs (GOs from European Union countries) is allowed. Only the explicit trading evidence such as interconnected nominations is accepted as a proof of supply for presenting EU Guarantees of Origin (GOs) from 1 January 2021. Further, UK Government has indicated its intention to review this in 2021 so that, longer term, domestic recognition of Guarantees of Origin issued in EU countries will take place only on a reciprocal basis.

In redemption process, only supplying companies can redeem GOs for their own consumers.

Partly limited. Beneficiary, location of beneficiary, consumptions period, cancellation type and cancellation purpose are mandatory fields.

Only traders and suppliers can cancel GOs. The Swissgrid checks whether the beneficiary and the cancellation purpose fulfils the requirements of EECS and the Swiss GO ordinance.
